09.00 – 10.00 Official welcome short speeches and breakfast
09.00 – 09.10 Breakfast and coffee
09.10 – 09.15 Welcome speech by Member of Folketinget, Aaja Chemnitz Larsen
09.15 – 09.25 Opening speech by First Vice Premier of Naalakkersuisut, Sara Olsvig
09.25 – 09.30 Speech by Foreign Minister of Denmark, Anders Samuelsen (video)

09.50 – 10.00 Short introduction to the procedures and rules of Model Arctic Council


10.00 – 11.15 Delegation preparation session
  The delegations meet and read their position papers. They must prepare a 2-3 minute speech in which each delegation present their contribution to the Declaration.



11.15 – 12.00 Alliances and cooperation between delegations
  Observers must try to lobby for their opinion. Permanent Participants will try to persuade the Member States to incorporate their positions. Member States will try to create alliances with other Member States.



12.00 – 12.30 Lunch



12.30 – 14.00 Arctic Council Ministerial meeting – part I
12.30 – 12.40 Speech and welcome by Finland, chair of the Arctic Council
          12.40 – 14.00  Speeches by Members States and Permanent Participants with their contribution to the Declaration. Followed by Plenary discussion about the various contributions to the declaration. Observers will also contribute with speeches and points.




14.00 – 14.15 Coffee break and lobbying
  The Member States, Permanent Participants and Observers will mingle and try to create alliances during the coffee break.



14.15 – 15.15 Arctic Council Ministerial meeting – part II
  The delegations will discuss the Declaration. They will try to reach agreement about the individual delegations contributions to the Declaration, as well as the Declaration in its entirety.



15.15 – 15.45 Debate: The European Union’s observer application
  The delegations will debate whether the EU should be accepted as an Observer to the Arctic Council. The EU will present a speech following which the debate will commence. Consensus must be achieved in order for the EU to achieve observer status.



15.45 – 15.55 Voting on the declaration
  All Member States must agree in order to make the Declaration official.



15.55 – 16.00 Signature of the declaration
  If the Member States of the Arctic Council have reached agreement, the Declaration will be signed.



16.00 – 17.00 Reception
  Awards by the Expert Panel*
  Final speech by Aaja Chemnitz Larsen
